Why that refusal matters

An accessibility statement is a public declaration by your organisation. Copying a template that says "fully conformant" onto a site that is not creates a written record of a claim that is straightforwardly contradicted by any test of the site. A statement that honestly says "partially conformant, here is what is broken, here is when we are fixing it" is both the norm and far stronger ground to stand on.

Choose EN 301 549 if you are addressing the European Accessibility Act. WCAG 2.1 AA is the usual reference in the US.

If you are not certain, "partially conformant" is almost always the truthful answer. Fewer than 5% of home pages pass automated testing alone.
